Directive of the Minister of Industry and Trade on continuing to strengthen the management and control of chemicals requiring special control and other hazardous chemicals in the industrial sector
On November 5, 2024, the Minister of Industry and Trade issued Directive No. 10/CT-BCT on strengthening the management and control of chemicals restricted from production and trading in the industrial sector. After implementing the above Directive, the Ministry of Industry and Trade has achieved a number of positive results as follows: Propaganda work has been carried out in many forms, creating positive changes in the whole society, raising awareness, understanding and sense of law compliance for officials, businesses and the masses; State management of chemicals has been strengthened in the Industry and Trade sector, the capacity of management staff has been improved, information sharing and coordination of management with functional agencies have been carried out regularly; Inspection and post-inspection work has been strengthened.
From the above results, on November 15, 2025, the Ministry of Industry and Trade issued Directive No. 17/CT-BCT on continuing to strengthen the management and control of chemicals requiring special control and other hazardous chemicals in the industrial sector (hereinafter referred to as Directive 17).
According to the content of Directive 17, Minister of Industry and Trade Nguyen Hong Dien requested units under the Ministry of Industry and Trade to further strengthen the following tasks: Strengthening the control of chemical activities; Promoting propaganda, dissemination and coordination of management; Strengthening the application of digital transformation in chemical management; Review and update the system for handling administrative procedures in the chemical sector on the Ministry of Industry and Trade's Public Service Portal; Coordinate with relevant agencies, especially the Customs Department (Ministry of Finance) to connect technically, receive information on chemical export and import; Monitor the market, handle administrative violations in chemical business activities.
At the same time, the Minister of Industry and Trade requested the Departments of Industry and Trade to pay more attention to tasks such as: Training to improve the expertise and professionalism of officials and civil servants; Promote propaganda and dissemination of laws on chemicals; Continue to strengthen inspection and supervision work,...
In addition, Directive 17 also requires organizations and individuals operating chemicals in the industrial sector to comply with regulations on chemical activities to ensure chemical safety and security.
In Directive 17, the Minister assigned the Department of Chemicals to be the focal point to monitor, urge, and synthesize reports on the implementation of tasks in this Directive and report to the Ministry of Industry and Trade before December 31, 2026.
